Work with XLIFF and TMX files for translation in Emacs.
For now, this is just a day-old skeleton of a project.
The goal is to provide an environment for segment-based translating, with synchronized source and target buffers (or optionally interlaced segments in a single buffer), using XLIFF translation files, TMX translation memories, and TMX or TBX glossary files.
For now, projects are assumed to be structured as OmegaT projects. Okapi Framework tools/projects might be possible later.
